Abstract
This study was about The Implementation of GLS (School Literacy Program) by
Government for all of the school in Indonesia. In doing SLP during offline class by
the first session. The aims of the study was to state clearly the objectives of the
study which is related with the problem of the study according to the government
guideline based on theory by Anderson &Krathwol, 2001. The Objectives is to
describe how the implementation of SLP by student’s activity and teacher’s
instructions was. This research used Qualitative research. The data were collected
in three ways, observation and documentation. The subject of this study was
students in 9th grade of SMP 13 Negeri Medan.The data was analyzed based on
Miles, Huberman and Saldana (2014). The result of this study were the following
(1) the implementation of SLP to increase student’s reading comprehension by
government GLS guideline. (2) Teacher’s instructions by government GLS
guideline. GLS itself already used in the classroom. The student’s activity while
doing SLP increased students reading comprehension. The English teacher, also did
the instructions by government GLS guideline, but some of them that changed by
the teacher cause pandemic and the other reason. It is suggested to English teacher,
if this pandemic era ended, the teacher can change all of the instructions as default
