SITUASI BERBAHASA KOMPETITIF DALAM RANAH RAPAT PARIPURNA DEWAN PERWAKILAN RAKYAT PROPINSI SUMATERA UTARA

The on Goingprocess of communication very munch depends on the types of the language situation created by the communicants. This study describes the language situation created by the paripurna meeting held on the 28th of March 2007. The type of the language situation created by the parliament authority and duty, which is framed by ethics and morale in one side and the duty to be critical, fair, professional, and prportionalon the other side. The data shows date there are three types of language situation created by the members, the are competitive, convivial, and collaborative, whereas the confictive type is not found. The markers of the competitive type of language situation are words such as berharap/mengharapkan/harapkan, mengajak, menghimbau, sayangnya/patut disayangkan/sangat disayangkan, menyesalkan, dst. The markers of the collaborative type of language situation ar the use of phrases such as ‘Kita Maklumi’, ‘Kita semua sudah melihat dan menyaksikannya’, ‘Kami juga berpendapat bahwa’, ‘Kita semua menyadari’, dst. Furtherrmore, the convivial type of language situation is market by the of words such as ‘sukur’ and ‘terimakasih’ in the utterance sush as : ‘segala puji bagi Allah SWT’, perkenankan kami menyampaikan pendapat’, atas perhatian dan kesabaran mendengarkan pembacaan pendapat akhir ini kami ucapkan terimakasih’, etc. The competitive type of language situation shows higher percentage(64,3%) Than the collaborative (20,81%) Convivial(14,86%) nd conflictive type(0%) it implies thet the fraksi show themselves to be strongly in the constituent side, the defender of the people interest againts the executive(government) and get the power to so due to the believe that the society will support every thing they do and say.
