Abstract
National Examination (UN) of Mathematics aims to assess achievement of national graduates in the field of mathematics. Various indicators used to measure the improvement of the quality of learning mathematics can not prove the improvement in question. Even the UN is used as the basis for consideration in mapping quality can not be fully utilized. The fact indicates that of improvement quality education efforts have not been able to solve the basic problem of education in the Padang LawasUtara District and Padang Lawas. The UN since 2007/2008 up to 2009/2010 in both districts there are more than 25% of an incomplete competence, and competencies that are not yet complete homogeneous. Study sample of mathematics teachers from nine schools, nine of the principal. Data are obtained through in-depth interviews, probing test, documentation study, and observation. UN due to low yields of factors, namely low student motivation, lack of teacher competence related to the subject matter-model of learning-learning tools, management and supervision of less passes for monitoring, evaluation of teacher performance, and low community participation in school committees and the facilities factor and infrastructure is very minimal.
