Geographically, the city of Sibolga has limitations in the provision of residential land which results in the
growth of settlements in urban areas leading to coastal areas which causes the stage settlements areas. A stage
settlement is a group of houses built on water, which have the characteristic of standing on poles with wood material.
In general, stage settlements have problems with the environmental sanitation system due to the lack of availability of clean water, and the system of disposing of liquid and solid waste that causes minimal pollution to seawater. The environmental sanitation system includes aspects of clean water availability and management of liquid and solid waste (domestic waste). The objectives of this study are (a) to analyze the model of stage settlements that developed in the coastal area of Sibolga city; (b) analyze the environmental sanitation system that develops in the sibolga city stage settlement. This research was designed using field qualitative exploration research methods using Pre-interviews,surveys, and in-depth interviews (indepth interviews) as research instruments. The area that is the focus of the research study is a stage settlement on the coastline of the city of Sibolga. The results showed that the model of stage settlements that developed in the coastal area of Sibolga city was mostly stage settlements that used wooden structural materials. The environmental sanitation system of floating settlements in general shows unhygienic conditions because the disposal of liquid and solid waste is channeled directly into the sea and there is no management until domestic, while the provision of clean water is hygienic because it comes from PDAM water. In conclusion, the environmental sanitation system in floating settlements is still very poor. This research is expected to be a reference for relevant stakeholders in the arrangement and management of floating settlements, especially in the environmental sanitation
system in the future.
