Abstract
The Program for International Student Assessment 2018 results show that only 1% of Indonesian students can select, compare and evaluate appropriate problem-solving strategies conducted on the HOTS indicator, which means the average thinking ability of Indonesian students is still low. One of the student's low thinking abilities cause is teaching materials that are still dominated by questions in the Low Order Thinking Skills category. One of the teaching materials that can be used as student learning facilities in improving thinking skills is the student's worksheet. However, some schools do not even facilitate students with student worksheets. Especially during the pandemic, many schools reduce face-to-face time at school, decreasing student activity in building their thinking skills due to limited guidance from teachers. Therefore, this study aims to develop interactive worksheets to improve the higher-order thinking skills of tenth-grade students. This research and development were conducted with the ADDIE development model with five steps Analysis, Design, Development, Implementation, and Evaluation. The test subjects in this study were students of two tenth classes in SMA Negeri 1 Laubaleng. The research data was obtained through observation, interviews, questionnaires, and student learning outcomes tests. The data is then processed through validity, practicality, and effectiveness analysis. The results showed that the interactive worksheets met valid, practical, and effective criteria. Thus, this interactive student worksheet can be a solution to improve higher-order thinking skills and the activeness of tenth-grade students in building knowledge independently
