Abstract

Culinary UMKM developed by the Tebing Tinggi City Government are based on their potential in
the food sector, namely lemang and peanut bread. This culinary potential is very well known
locally and outside the Kota Tebing Tinggi area and has become a superior product and a typical
food icon from the City of Tebing Tinggi. However, with the existence of business competition in
developing UMKM, it is very necessary to have special guidance so that they can realize new
innovation breakthroughs in culinary development in Tebing Tinggi City. The development of
culinary UMKM requires institutions that can assist with professional assistance and guidance so
that they can develop the quality of culinary products, manage operational finances and minimize
business risks in the era of the industrial revolution 4.0. The purpose of this study was to
determine the strengthening of the culinary UMKM business incubator in supporting the creative
economy in the City of Tebing Tinggi. The extension method is carried out by providing
counseling and material explanations about creative culinary UMKM. The results obtained in the
pre-incubation implementation are grouping the types of UMKM businesses, then mentoring and
training are carried out for the development of knowledge and insight of business actors.
Furthermore, after incubation, it results in collaboration with parties who can market UMKM
products and the existence of product legality that leads to product quality standards. The role of
business incubator institutions in developing culinary UMKM in Tebing Tinggi City such as
universities is needed so that it can increase the creativity of culinary entrepreneurs and create
new variations of types and flavors so that they become breakthroughs and new innovations in
culinary development in Tebing Tinggi City.
