Abstract
This research deals with modality in Jokowi’s speeches in Youtube video. The aims of this
research are: (1) to analyze the types of modality used in Jokowi’s Speech dealt with New
Normal, (2) to explain the realization of modal expression used in Jokowi’s Speech framework
dealt with New Normal, and (3) to reason the modality used in Jokowi’s Speech dealt with New
Normal. This research is conducted by using descriptive qualitative design. The data of this
research are clause complexes containing Jokowi’s speeches. The sources of data are taken from
youtube and online website of government speeches. The data are analyzed by using Leech’s
theory of modality, Halliday’s theory of modulation and modalization for realization of study in
which the clause complexes are analyzed with reference to systemic functional linguistic (SFL)
theory about realization. The findings indicate that There were four types in modality models in
Leech’s theory, the frequencies are Intentional, Epistemic, Deontic, and Dynamic. There were
two most dominant types of modality in Jokowi’s speeches, Deontic 17 data (36%) and Dynamic
11 data (23%); after that Intentional with 10 data (21%), and last Epistemic 9 data (19%). The
realization of modality found in Jokowi’s speeches consisted of modality with subclass desire 1
data (2%), hope 7 data (15%), invitation 2 data (4%), possibilities 1 data (2%), predictability 1
data (2%), certainty 4 data (9%), necessity 3 data (6%), permit 0 data (0%), orders 17 data
(36%), and capabilities 11 data (23%). While there was different study in realizing modality
which some clauses realized double modality in one clause complex. Modalities in speeches
consist with reason Modalization probability with 9 frequencies (19.15%), usuality 10
frequencies (21.28 %). For the Modulation with obligation reasons with 17 frequencies (36.17%)
and Inclination reasons 11 frequencies (23.40%) was the tools to knowing the meaning
expression from the speech, and explain about what the speaker intended to be true or not that
would affect through hearing someone when speech. The speeches in this study tended to realize
the reason why the commons used in their ways of the speeches, the speaker intended to use the
power of speaker have to gain judgement of obligation, deontic or attitude toward the language
and speeches by using the modality which the purposed to make the other done what his wants.
