The 21th century that recognized by the development of technology in information, communication and transportation has influenced many aspects not only the way people think and do activities but also the paradigm of national development. The paradigm of development in economy which in the past based on resources in this 21th century is based on civilization. It means that the development is only able to be moved on by the qualified and civilized citizen. Qualified and civilized citizen is only able to be produced by qualified educational system. There for innovation in education world is a must in the change of development paradigm. Educational world must be adjusted with the change of development paradigm in this 21th century so that the quality of the citizen will be comparable with the progress in economy and welfare of a nation.
