Abstract
This study discusses the development of multimedia instructional Exploratory tutorials learning models for electrical power generation. The development process is based on the theory of Information processing system, Cognitive load theory, Dual-coding theory, Working memory model, and the principles of multimedia learning design. The processing use the model of Alessi & Trollip. Results of alpha testing, beta testing and IMMS, that multimedia Exploratory tutorial learning has eligibility to use, both the content, sequence, presentation, language, and the effect of pedagogy. The coursware also able to increase the interest, enthusiasm and motivation to learn which will improve the achievement of learning outcomes, both for students who have a high level or low level of cognitive abilities.
