Political Goods is a service from the state to facilitate the things that become the needs of the citizens. Pilkada is an event in which the state also has big responsibility toward both the process and the effectiveness of that pilkada results. But the problems which often occur and cause the vertical and horizontal conflicts, often weaken the position of the state as a policy maker. When the state has a systematic pattern to give the service to its public but unable to operate it, so that state can be labeled as a weak state.
