Abstract

Guru merupakan sumber daya manusia yang sangat menentukan keberhasilan program pendidikan sebagai garda terdepan dalam pelaksanaan pendidikan sehari-hari. Sehubungan dengan itu perhatian pemerintah terhadap pembangunan pendidikan di tanah air yang menyentuh kehidupan guru telah mulai dirasakan melalui program sertifikasi guru dengan pemberian tunjangan profesi guru sebagai wujud dari UU RI No. 14 tahun 2005. Permasalahan dalam penelitian ini adalah bagaimana kemampuan guru bersertifikasi dalam mengembangkan tugas pokok guru di SMK Negeri 1 Binjai. Tujuan penelitian ini adalah untuk mengetahui kemampuan guru bersertifikasi dalam mengembangkan: (1) penyusunan rencana pelaksanaan pembelajaran, (2) penyajian program pembelajaran, (3) evaluasi belajar, (4) analisis hasil evaluasi belajar, dan (5) program perbaikan dan pengayaan di SMK Negeri 1 Binjai. Penelitian ini menggunakan pendekatan kualitatif. Teknik pengumpulan data yang digunakan adalah observasi, wawancara, dan studi dokumentasi. Peneliti berperan sebagai instrumen utama pengumpul data, analisis dan penafsir data. Analisis data yang digunakan dalam penelitian ini adalah interactive Model Analysis dari Miles dan Huberman yang meliputi tahap reduksi data, penyajian data dan verifikasi data atau penarikan kesimpulan. Berdasarkan pembahasan dari hasil penelitian, dapat ditarik beberapa kesimpulan sebagai berikut: (1) guru bersertifikasi mampu mengembangkan program pembelajaran semester yang didahului oleh analisis waktu yang cermat, dan pengembangan RPP yang lebih lengkap dan rinci, (2) guru bersertifikasi masih mengajar secara tradisional atau mekanistik, ada perkembangan pengetahuan tentang model-model pembelajaran tetapi belum mampu menerapkannya dalam kegiatan pembelajaran, (3) kemampuan mengembangkan evaluasi belajar mengutamakan nilai ulangan harian, tugas-tugas individu dan kelompok serta pertimbangan terhadap sikap/moral siswa. Hanya sebagian kecil guru pada mata pelajaran produktif yang sudah mulai mengembangkan penilaiannya pada ranah sikap dan keterampilan, (4) belum tampak kemampuan guru bersertifikasi dalam mengembangkan analisis hasil evaluasi belajar, hanya 30% guru bersertifikasi yang sudah melaksanakan dan memiliki dokumen analisis hasil evaluasi belajar, (5) guru bersertifikasi belum tampak kemampuannya dalam mengembangkan program dan pelaksanaan perbaikan dan pengayaan di SMK Negeri 1 Binjai.
