Abstract

Tujuan penelitian ini adalah untuk mengetahui : (1) Validitas materi hak asasi manusia dalam modul yang dikembangkan di SMP Negeri 1 Padangsidimpuan. (2) Validitas lembar aktivitas siswa materi hak asasi manusia kelas VII SMP. (3) Efektivitas pembelajaran Hak Asasi Manusia dengan menggunakan modul. Subjek penelitian ini adalah siswa kelas VII SMPN 1 Padangsidimpuan sebagai kelas eksperimen pada Semester Genap Tahun ajaran 2012/2013 yang berjumlah 30 orang. Siswa laki-laki berjumlah 14 orang dan siswa perempuan 16 orang. Siswa kelas VII SMP Negeri 2 Padangsidimpuan yang berjumlah 34 orang sebagai kelas kontrol. Siswa laki-laki berjumlah 18 orang dan siswa perempuan berjumlah 16 orang. Penelitian ini menggunakan pendekatan kuantitatif. Jenis penelitian adalah penelitian pengembangan (Research and Develoment/R&D), model pengembangan Dick & Carey dan model pengembangan Van den Akker (1999) yaitu meliputi 3 aspek utama: subtantif, prosedur, dan teoretis-empiris. Langkah-langkah yang dilaksanakan adalah (1) analisis Awal, (2) Evaluasi ahli dan guru, (3) Ujicoba skala Kecil, (4) Data Empiris, (5) Refleksi dan Revisi, 6) Model penelusuran. Teknik pengumpulan data yang digunakan dalam penelitian ini adalah (1) analisis data validitas modul (2) validitas lembar aktivitas siswa, dan (2) Analisis efektivitas modul. Hasil penelitian ini menunjukkan bahwa pemahaman siswa terhadap materi penggolongan Hak asasi manusia dan upaya penegakan hak asasi manusia mengalami peningkatan. Hal ini dapat dilihat dari hasil persentase siswa yang mencapai standar nilai pada kriteria ketuntasan minimal (KKM) bidang studi pendidikan kewarganegaraan pada tes di kelas Eksperimen SMPN.1 Kota Padangsidimpuan sebesar ≥ 70 sebanyak 27 siswa atau 90%. Sedangkan di SMPN. 2 Padangsidimpuan sebagai kelas kontrol yang mencapai ketuntasan minimal (KKM) sebanyak 19 siswa atau 55,88%. Untuk kevalidan modul dan lembar aktivitas siswa berdasarkan hasil validasi yang dilakukan 1 orang pakar dan 2 orang guru pendidikan kewarganegaraan, maka modul dan lembar aktivitas siswa tergolong sangat baik. Penggunaan modul, lembar aktivitas siswa, serta penerapan model examples non example dan role playing berimplikasi pada meningkatnya minat, perhatian, partisipasi, presentasi siswa dan dapat menciptakan suasana belajar yang lebih interaktif dan efektif dalam mencapai tujuan pembelajaran.
