Abstract

The objective of this study is to identify the way the bilingual families decide their
own language policy through language ideology, language practice and language
management based on the theory of Spolsky (2004) and the reasons of the parents
apply language policy the way they are. This research applied qualitative
approach through observation, questionnaire and in-depth interview. The data
were collected from six bilingual families that use minority (ethnic language) and
dominant (national language). The data were analyzed by using three phases of
interactive models proposed by Miles, Huberman and Saldana (2014). The
research findings showed that bilingual families use language ideology, language
practice and language management as the components of language policy. Based
on data that have been got, mostly families who have decided Bahasa indonesia
and ethnic language as their language choice will result code-switching children
and who use Bahasa Indonesia. Nevertheless, Language policy relates to language
management as the components of language policy, in this case profanity is
viewed as action that should be avoided by the children. Language management
strategies that have been stated by Spolsky (2004) were not applied completely by
the families. From the three strategies, all families just consider controlling home
language environment as their strategy in doing language management at home.
The effort for bringing the speaker of the target language into the household and
arranging for children to play with other children knowledge do not do by the
parents for managing children language. Based on the data that is gained six
families in this research, the reasons of families in creating language policy in
family are bilingual home and transmit or maintain the heritage language (ethnic
language) particularly. Mostly the families create language policy through
language choice because they want their children master language that they will
use in school and outside environment. The case of immigrant does not find
through six families, because all of families are not immigrant.
