Description:

Latar belakang dari penelitian ini adalah adanya kesenjangan mutu pendidikan pada setiap jenjang dan satuan pendidikan, khususnya pendidikan dasar dan menengah. Kesenjangan mutu pendidikan itu menjadi salah satu indikator dari peran kepala sekolah sebagai pemimpin pendidikan dalam pengelolaan sekolah yang masih belum maksimal. Fokus utama pada penelitian ini adalah kinerja kepala sekolah dalam upaya meningkatkan mutu pendidikan dengan pendekatan manajemen berbasis sekolah. Penelitian ini bertujuan untuk membandingkan pemahaman kepala sekolah terhadap visi sekolahnya, peran kepala sekolah dalam perencanaan dan evaluasi program dan upaya-upaya yang dilakukan kepala sekolah dalam meningkatkan mutu pendidikan di sekolah. Untuk mencapai tujuan tersebut maka penelitian ini menggunakan metode kualitatif. Pengumpulan data dilakukan melalui observasi, wawancara, dan studi dokumentasi. Data tersebut diolah dan dianalisa selama kurun waktu pengumpulan data. Temuan penelitian menunjukkan bahwa peran kedua kepala sekolah lembaga pendidikan ini mempunyai persamaan dan perbedaan. Kedua kepala sekolah sama-sama memahami visi sekolahnya dalam upaya peningkatan mutu, namun perbedaan yang sangat mencolok pada kedua kepala sekolah terletak pada kemampuan kepemimpinan dan manajerial dalam memimpin dan mengelola sumber daya sekolah. Dari penelitian juga ditemukan bahwa peranan kepala sekolah kedua lembaga pendidikan ini sangat berbeda dalam upaya memerankan fungsinya sebagai pemimpin pendidikan di sekolah. Perbedaan yang mencolok tersebut adalah adanya perspektif yang berbeda dari kedua kepala sekolah dalam memotivasi personil sekolah (guru, pegawai, siswa) agar tumbuh semangat berprestasi dalam berbagai kegiatan sekolah.

The background of this research is due to a discrepancy of education quality at every level and unit of education, especially Elementary and Junior High School. The discrepancy is one of the indicators that shows the school principals have yet to manage the school maximally. The main focus of this research is the work system of school principals in an effort to enhance the quality of education by using management approach and having schools as a base. The purpose of this research is to compare the understanding of school principals towards their school vision, the role of the school principals in the planning of the school programs and the efforts conducted by the schools principals to increase the quality of education. To reach this purpose the researcher used the method of collecting and analyzing data based on the methods of qualitative research. Data collecting was conducted through observation, interview and library research as well as discussion in an effort to enhance the quality of education. The data are analyzed during data collecting. The research shows that the roles of the two principals of these institutions have similarities and differences. Both of them understand the vision of their schools to increase the quality. Anyway the striking differences lie on the leadership and managerial capability in managing the school resources. From the research we also find that the roles of the principals of these institutions are very different in an effort to use their functions as the educational leaders in at school. The prominent differences are their perspectives in motivating the school personnels in order that the spirit of obtaining achievement grow in various school activities.
