Sejalan dengan meningkatnya kebutuhan dan tuntutan pada mutu pendidikan dewasa ini, manajemen mutu berbasis sekolah dalam peningkatan mutu pembelajaran pendidikan menarik untuk dikaji secara mendalam dalam dunia pendidikan. Hal ini berdasarkan realitas di lapangan (sekolah) bahwa kebutuhan akan mum belum mendapat perhatian dari semua unsure warga sekolah, apalagi menggalinya agar menjadi bagian yang tertanam dalam cam berpikir, berperilaku, dan bertindak yang berorientasi pada mutu. Oleh sebab itu, fokus masalah penelitian ini adalah bagaimanakah implementasi manajemen peningkatan mutu berbasis sekolah dalam peningkatan mutu pembelajaran pendidikan di SMP 6 Kisaran, dengan rumusan masalah sebagai berikut: (1) Bagaimanakah transparansi penyusunan perencanaan program pembelajaran dalam implementasi manajemen peningkatan mutu berbasis sekolah di SMP Negeri 6 Kisaran, (2) Bagaimanakah partisipasi warga sekolah menyusun perencanaan program pembelajaran di sekolah dalam implementasi manajemen peningkatan mutu berbasis sekolah di SMP Negeri 6 Kisaran, dan (3) Bagaimanakah implementasi perencanaan program pembelajaran dalam manajemen peningkatan mutu berbasis sekolah di SMP 6 Kisaran. Sedanglcan tujuan penelitian adalah memperoleh gambaran yang konkrit mengenai Implementasi manajemen peningkatan mum berbasis sekolah dalam Peningkatan Mutu Pembelajaran di SMP 6 Kisaran. Penelitian ini merupakan penelitian deskriptif dan penelitian ini menggunakan pendekatan kualitatif naturalistik. Pengumpulan data dilakukan melalui teknik observasi, wawancara dan studi dokumentasi. Adapun teknik analisis data dalam penelitian ini adalah model Miles dan Huberman, analisis data kuatitatif model interaktif yang prosesnya terdiri dari; (a) reduksi data, (b) penyajian data, (c) kesimpulan. Hasil penelitian menunjukkan: (1) Implementasi manajemen peningkatan mutu berbasis sekolah dalam peningkatan mutu pembelajaran yang mencakup: a) penyusunan kurikulum, b) transparansi penyusunan perencanaan program pembelajaran, dan c) implementasi manajemen peningkatan mutu berbasis sekolah dalam peningkatan mutu pembelajaran yang terdiri dari perencanaan pembelajaran, pelaksanaan dan pengorganisasian pembelajaran serta evaluasi pembelajaran di SMP Negeri 6 Kisaran sudah berjalan dan sesuai dengan kemampuan dan potensi sumber daya sekolah, (2) Dengan persiapan penyusunan program pembelajaran yang dilakukan lebih awal, guru akan lebih siap untuk mengajar dikelas. Banyak manfaat yang diperoleh guru setelah membuat persiapan pembelajaran karena diketahui bahan materi dan penjabaran materi pelajaran yang akan di berikan kepada siswa, metode penyajian yang dianggap paling cocok dan efektif, sarana dan media yag paling sesuai dan perkiraan waktu yang diperlukan untuk membahas materi yang ada pada setiap pertemuan atau semester, dan (3) Dari data perkembangan prestasi SMP Negeri 6 Kisaran sebagai dari hasil implementasi manajemen peningkatan mutu berbasis sekolah dalam peningkatan mutu pembelajaran adalah lebih didasari dari kemampuan manajerial kepala sekolah, disamping keterlibatan dari semua warga sekolah (guru, pegawai, siswa, orangtua siswa, dan stakeholder). Dan hasil penelitian tersebut dapat disimpulkan bahwa implementasi manajemen peningkatan mutu berbasis sekolah dalam peningkatan mutu pembelajaran pendidikan di SMP 6 Kisaran telah berjalan efektif dan berorientasi mutu. Hal ini berdasar pada efektivitas program pembelajaran yang tidak sekedar transfer pengetahuan tetapi lebih menekankan pada internalisasi pada pengembangan ranah kognitif, afektif, psikomotor, dan kemandirian

As the needs and demand in todays education quality, quality management of school-based learning mutu pendidikan dalam peningkatan interesting untuk secara in-depth study in education. Hal is based on the realities in the field (school) that the need for quality belum get attention from all citizens unsure sekolah , let alone dig in order to become an embedded part in the way of thinking, behaving, and acting on quality-oriented. Therefore, the focus of this research is how the implementation of school-based management of quality improvement in teaching quality improvement of education in junior high 6 range, with the formulation of the problem as follows: (1) how the transparency of planning in the implementation of management learning program based quality improvement in junior high school Range State 6, (2) What citizen participation planning school learning programs in schools in implementing school-based management of quality improvement in SMP Negeri 6 Range, and (3) How is the implementation of the learning program planning in the management of school-based quality improvement in the Junior 6 Range.The aim of the research was to obtain a concrete picture of the implementation of school-based management of quality improvement in Quality Improvement of Learning in the Junior 6 Range. This research is a descriptive and qualitative research uses a naturalistic approach. Data collected through observation, interview and documentation study. The data analysis technique in this research is the model of Miles and Huberman, Qualitative data analysis, interactive model of the process consists of: (a) data reduction, (b) the presentation of data, (c) conclusions. The findings of this research are: (1) Implementation of school-based management of quality improvement in the quality of learning that includes: a) preparation of curricula, b) transparency of the learning program planning, and c) the implementation of school-based management of quality improvement in the quality of learning which consists of planning learning, implementation and evaluation of organizational learning and learning in middle school 6 Range is already running and in accordance with their capabilities and potential of school resources, (2) The preparation of learning programs are done early, the teachers will be better prepared to teach the class. Many benefits are obtained by the teacher after learning to make preparation for the translation of unknown materials and lesson material that will be provided to students, presenting the method deemed most appropriate and effective, facilities and yag most appropriate media and the approximate time needed to discuss the existing material on each meeting or semester, and (3) Of the middle school development data performance range as the results of six management implementation of school-based quality improvement in the quality of learning is more based on the managerial skills of school principals, in addition to the involvement of all citizens of the school (teachers, staff, students, parents, and stakeholders). The findings of the research are concluded as follows that the implementation of school-based management of quality improvement in teaching quality improvement of education in junior high 6 range has been effective and quality oriented. This is based on the effectiveness of learning programs that are not just transfer knowledge, but more emphasis on the internalization of the realm of cognitive development, affective, psycomotoric.
