Abstract
General elections are a means to realize people's sovereignty, which are held within the
government of the Unitary State of the Republic of Indonesia based on Pancasila, as
regulated by the 1945 Constitution of the Republic of Indonesia. Based on Law of the
Republic of Indonesia Number 7 of 2017 concerning General Elections, it is stated that the
Commission General Elections, hereinafter referred to as KPU, are national, permanent and
independent. Formally, the KPU's legal responsibility is to conduct elections. However, if it
is interpreted more deeply, the KPU actually has a great moral responsibility not only in
terms of holding elections, but also in administering a democratic government in order to
achieve national goals and ideals, namely society, justice and prosperity
