Abstract

Pendidikan merupakan salah satu indikator kemajuan suatu bangsa, suatu bangsa yang maju dibuktikan oleh tingkat pendidikan yang tinggi. Proses pendidikan dan pembelajaran yang baik adalah yang diselenggarakan secara interaktif, inspiratif, menyenangkan, menantang, memotivasi peserta didik untuk berpartisipasi aktif, serta memberikan ruang yang cukup bagi prakarsa, kreativitas, dan kemandirian sesuai dengan bakat, minat, dan perkembangan fisik serta psikologis peserta didik. Untuk mencapai kualitas pembelajaran yang baik, diharapkan pendidik dapat menggunakan metode maupun media yang mampu melibatkan siswa secara aktif dan menciptakan suasana menyenangkan, menarik, dan interaktif yang disesuaikan dengan tahap perkembangan berfikir, karakteristik dan kondisi belajar siswa. Beberapa capaian pembangunan Indonesia dari dimensi pendidikan dalam ukuran kacamata global masih menunjukkan ketertinggalan. Penelitian ini didasari oleh permasalahan model pembelajaran yang menyebabkan kurang berkembangnya kreativitas berfikir siswa. Perlu adanya inovasi yang dapat membantu guru menciptakan pembelajaran secara menarik dan membantu siswa belajar secara mandiri. Bentuk inovasi yang dilakukan diantaranya adalah pengembangan bahan ajar PKn melalui pengembangan model pembelajaran Problem Based Learning (PBL). Jenis penelitian ini adalah penelitian pengembangan (Research and Development) menggunakan pendekatan Plomp. Dalam penelitian ini yang dikembangkan berupa model pembelajaran, perangkat-perangkat pembelajaran, dan instrumen-instrumen yang diperlukan. Langkah-langkah penelitian R&D Plomp terdiri dari lima fase pengembangan, yaitu (1) fase investigasi awal, (2) fase desain, (3) fase realisasi, (4) fase tes, evaluasi, dan revisi, dan (5) fase implemestasi. Berdasarkan hasil analisis data dan pembahasan penelitian, maka dapat disimpulkan pengembangan model pembelajaran PBL telah memenuhi tingkat kevalidan, kepraktisan dan keefektifan untuk meningkatkan kreativitas peserta didik. Model dan perangkat pembelajaran PBL yang dikembangkan sudah memenuhi kriteria kevalidan dengan seluruh aspek valid, kepraktisan pada kategori tinggi dan keefektifan pada kategori tinggi.
