Analysis of Implementation of Standards for Facilities and Infrastructure of State Aliyah Madrasahs in Medan City Based on Ministry of Education Regulation Number 24 of 2007

This study aims to: 1) Describe the communication process in the implementation of standard policies and infrastructure of State Aliyah Madrasah in Medan based on Ministry of Education Regulation number 24 of 2007; 2) Describe the support of resources in the implementation of standard policies and infrastructure of State Aliyah Madrasah in Medan based on Ministry of Education Regulation number 24 of 2007; 3) Describe the disposition in implementing standard policies and infrastructure of State Aliyah Madrasah in Medan based on Ministry of Education Regulation number 24 of 2007; 4) Describe the support of the bureaucratic structure in the implementation of standard policies and infrastructure of the State Aliyah Madrasah in Medan based on Ministry of Education Regulation number 24 of 2007.

This study uses a qualitative research model with descriptive methods. Data analyzed were interview data, research documents, observations, and making field notes with Kasi. madrasah education facilities and infrastructure Kanwil North Sumatra Province Ministry of Religion, WKM MAN facilities and infrastructure in Medan City on facilities and infrastructure standard Aliyah State Madrasahs in Medan City based on Ministry of Education Regulation Number 24 of 2007.

The results obtained from this study are (1) The communication process that applies the standards and infrastructure of the State Aliyah Madrasah in Medan is carried out from top to bottom by conducting socialization, workshops, training, coordination, and work meetings; (2) Support of resources in the implementation of standard policies and prereana of staff availability, resource allocation funds from DIPA and madrasa council funds, provision of authority to WKM, availability of support providers; (3) Staff placement and incentives for Madrasah Aliyah Negeri level in Medan City are carried out entirely based on the prerogative of the madrasa head; (4) Based on the clear division of tasks and responsibilities, then there is no SOP on the policy and references used by the madrasa education sector and also in the Aliyah Negeri Madrasah in Medan City stipulating on Ministry of Education Regulation number 24 of 2007.
