Abstract

This research was conducted to find out The Strategy to Absorption Increase of Village Fund Allocation (ADG) at Underdeveloped Villages in Aceh Besar District with Community Participation Enhancement..The results showed that the absorption capacity of the Village Allocation Fund in Aceh Besar District is very varied based on the gampong (village) weights calculated using a certain formula, with the main variables including the number of village apparatus, the number of tuha peut, the number of orphans and the acquisition of poor families and additional variables others based on the determination in qanun. Establishment of ADG in Aceh Besar District increases annually. Generally, village fund is allocated or its use is more widely for village apparatus or usually called jerih. Only a small portion is allocated to the poor such as orphans' assistance and transport of pre-prosperous family rice and operational expenditures on gampong. Because the use of ADG has been regulated in detail in the qanun, this has caused people to have no opportunity to engage in ADG management. In this participation, it was only a small number of community who were directly involved as generally all people were not involved, even people did not know and did not understand the use of village fund allocations. Therefore, it is expected that local governments are expected to develop a more flexible and non-standardized regulation. Providing an opportunity for the community to be involved in planning ADG program so as to encourage community participation in resolving economic problems in the region in order to have a real impact on the problem of regional poverty.
